Illinois Publishes 2019 Withholding Returns and Instructions

Illinois has released its 2019 versions of IL-941, Income Withholding Tax Return; IL-941 InstructionsIL-941-X, Amended Income Withholding Tax Return; and IL-941-X Instructions. These forms are used to satisfy Illinois’s quarterly and annual filing requirements.

There are revisions to these forms of which filers should be aware. The following are applicable to both forms:

  • Total number of Forms W-2 for the year and total number of Forms 1099 must now be reported on separate lines (A1 and A2). These lines should be completed only for the 4^th^ quarter or final return.
  • The bar codes have changed.
  • Filers will no longer enter the amount of IDOR-approved credit for the period.
  • Additional information is now required when using a paid preparer.
