The Pennsylvania Department of Revenue has released its 2018 W-2 and 1099 Employer Withholding Reporting Instructions and Specifications Handbook, which filers should consult when electronically uploading W-2 and 1099 filings.
There are no substantive changes to the specifications. The instructions now clarify that the specifications in this publication aren’t effective until January 3, 2019. Current specifications should be used until that date. There will be a blackout period for filing W-2/1099 information from December 17, 2018 through January 2, 2019.
